I don't know the part about how shit gets done in Slavic countries seems reasonable. You often encounter stuff that should not pass a safety check and people just take a hammer, a bit of wire or tape to it and call it fixed. When my uncle was expanding his house he gave his workers vodka, and drunk with them a shot occasionally. So you end up with drunk/half drunk people doing dangerous things and very creative solutions.
