Obviously things like shares of stock are public record, however how do you figure out things like bank accounts and other private and personal money?

I read the WaPo article this morning about how a Forbes employee was fooled by Donald Trump so he would be on the list back in the 80s. How do you prevent someone from faking their way onto the list?
