I feel like you've never talked to someone from Oregon about Vancouver. 100 times out of 100 when they say Vancouver, they mean Vancouver, Washington.
As someone not from the Pacific Northwest, this was thoroughly confusing the first time... and continues to be thoroughly confusing today.
