upper middle-class suburbs

In upper middle-class suburbs, police are not underfunded. They are however severely underfunded in lower class urban environments where it is to the point that police officers become furloughed. How would taking money from departments that are barely staying afloat in the lower class urban environments, where cities have been forced to close almost all of their community parks and recreation centers, so they do not have to declare bankruptcy going to make a change for the better?
