IIRC the storyboard is sort of like a comic, to make the whole team have a clear image of how the scenes are. This is done with the script, which gives as much detail as possible to avoid animators doing something unwanted because it wasn't very clear. Then, before recording the actor's voice, they animate the character's mouths using the script with a mouth code they have to match the sounds a word makes.. Then the actors have the movie play in a screen while they record their voices and have to match their tempo to the movie character's mouth and acting.
So basically they animate mouths before recording the voice actors, but after creating the script. This is done because voice acting is VERY expensive and they preffer to make the whole movie and then hire the best actors they can with the remaining money than spending too much in actors and they end up without money to finsh the movie.
