I’m in the tech field other fields may very.. It’s something you have to fight for. I’ve been remote on and off 5 years. The employer wants you as cheap as possible (duh) and during negotiation they’ll want to adjust your salary to your locality if it’s in their favor. If you’re really good and they really like you can fend that off and get comparable pay.

Who are you assigning blame to? Trump? Democrats? Republicans?
