The product manager of Loon, their balloon-based system, said they would definitely be charging for the service. I think the target price was around $30 per month.

That's quite expensive for what I can only presume will be low bandwidth, high latency and possibly intermittent connection. The price will be quite prohibitive for communities in developing nations.
