Not OP, but I have a degree of knowledge about bed bugs.
Bed bug treatment requires two stages: chemical spray for the bugs and heat to kill the eggs. Then a second visit is needed to confirm the bed bugs are gone because a new generation can hatch in a week.
If a building is infested with bed bugs, obviously all apartments are compromised. If all of those units are not treated for bed bugs properly, it will become a recurring issue. If one unit is treated and the other is not- the bed bugs can return.
Also, if you suspect you have come into contact with bed bugs, take your clothes off at your door and immediately put them in the dryer for an hour. Heat is the nemesis of bed bugs.
