I think the point being made is: legal or not if the only way to get something done requires breaking laws, the laws won't make a difference. For example if there was a law that said "no food except between 5 and 6 pm" and people have to eat at other times, they will even if illegal. Should foreign folks abide by our laws? Sure, but it also has to be possible for them to do so.
