I did 911 dispatch for a short time, this is the best thing to do if you're unsure.

The officer pulling you over should be on the radio telling dispatch they're doing a traffic stop, so if you call us the first thing a call taker/dispatcher is probably going to tell you is to put your hazard lights on while they tell the officer that they are on the phone with you and confirm an officer is behind you.
