You don't carry around money in jail or prison, so the merchandise you get from the commissary/equivalent doubles as currency. The food item is considered worth the amount it costs from the commissary store--so soup would be used as currency for 66 cents or whatever it cost. Usually you round that number off though--a soup would be worth 50 cents, a candy bar a dollar, etc.
