Who/what is responsible for this mystifying tangle of costs? Hospitals? Government regulations? Pharmaceutical companies?

What happened to the Armenians was genocide and absolutely horrible. However, it seems like the wound is still very fresh. Seeing that nearly all of the perpetrators have passed away, what do you think it would take for healing to begin?

It's more like have rats sniff out mines and then someone else blows the mine up. Slower and less firework-y process of de-mining, not to mention more humane, if you care about that stuff.
