I still feel positive about tech and the future, but I do think that Snowden's revelations made me take a good hard look at the potential downsides of our generation's new technology.

Let me start by saying that I absolutely respect and agree with everything you just said, and I really appreciate such a comprehensive answer to this question.

But I might need you to be more comprehensive still, because I wonder what the next step is? I work in higher education myself, and of course budget is always a concern; never guaranteed you'll get what you need and always at risk of losing what you have. So I'd like to ask: "by what mechanism would this policy reduce tuition? And by what mechanism would you invest in pre-K, K-12, and higher ed?"

Revenue allocations? Raising taxes?
