There was a credible argument that the paparazzi attention was also her 'protection' and moving to NY was one way to ensure they were always around her. Hard to bundle someone into a car if there are scores of paparazzi watching their every move. Cruise has even complained since that she used to call the paparazzi before she left her building so they would photograph her.
