Surely it's the opposite?
I.e., he may not control when his shifts start and end, but at least it's very predictable. Working in IT you have to suffer the unpredictability and still may not have control over when you start or finish.
E.g., I was late meeting friends at a restaurant on Saturday because I had to go into work. To deal with a brief powercut. Because the boss man said we don't need to spend money on a UPS because the building is fairly new and therefore we don't need one.
