I would have your father look into this more; that was during the times before Bill C-51 which was put in place to abolish gender discrimination in the Indian Act. I'm pretty sure this law changed?
Even if his mother, and grandmother passed away he can still prove lineage through genealogy charts, probably just has to get one professionally completed. It should dig up where his grandmother was part of the reservation, and was married to his grandfather. Goodluck!

Are any of the younger generations interested in learning Ojibwe where you live?
I know my friends weren't very interested as teens but as we get older and are having our own children the interest seems to grow.
