Santa Cruz residents generally vote against that to keep property values very high

Why are you guys entitled to a massive, huge raise while tons of regular people in Santa Cruz aren’t even being paid as much as you are now?

It's not. Military culture and traditions transcends time and nation apparently.

Maybe, thing is demand is sky high, so the suppliers are enjoying very high property prices and rents. Only way prices will go down is if demand drops. People keep paying for the high rent.
