Why does the "sleepwet" help catch terrorists if they can use encrypted/anonymous communication channels like Telegram, Signal and TOR?

How would you guys feel about a law which required companies to make backups for data they cannot afford to lose? It could incentivize more companies into making backups and therefore limit the damage of for example ransomware.
