If you read the transcript I do believe the other officer was also bewildered and said the guy was going for his licence, which is what the first cop had asked for. The first cop ask for his licence and insurance. He handed one over, and then announced that he had a concealed carry license and did have his gun on him. He said so as he was getting his wallet, the man was seatbelted, speaking calmly and moving slowly. The cop yelled don't reach for it, while he was moving and then shot him.
