20/20 means you can see something at 20 feet “as expected”. 20/400 means you can see at 20 feet what would be “expected” for typical people could see at 400 ft. So everything needs to be 20x larger for him to see it.

If you have the space, the costs wouldn't be bad at all.

  • Internet : $50/month (looks like you could get it for around $20, depending on your city)
  • Computer : $300 (it doesn't take much to run a webcam, buy used)
  • Webcam : $60 (A decent 1080p like MS LifeCam)
  • Lighting : $200 (Basic 4-6 light box setup for video - probably overkill. You could probably get by with lamps from IKEA/Wal-Mart [or Romanian Equivalent])
