Well Africa is ridiculously big, that's probably why it's "most". On the other hand Africa has very unsafe cities (Johannesburg) and areas of conflict (Sudan, Somalia). Went to tanzania last summer, and most of the time I felt safer than at home (switzerland), but that's mostly due to the attitudes that most Africans have, it's very friendly.
