Yeah but he gets to be really condescending and doesn't actually say yes... But he basically spells out that he is confirming what was said. I doubt he would be in such a hissy fit if it was untrue.

I think it's a little bit on both ends. As in your ISP may be throttling youtube, but YouTube itself may be as well. YouTube runs solely on ad revenue and so ads load faster than the actual video you want to watch. It happens to me too, but my internet can seamlessly load netflix when it can barely load a YouTube video.
