What about Vietnam and Watergate and the Church Commission findings? There have been many reasons, historically, not to trust the government.

It's not even about whistleblowers, it's about the default presumption. Do we trust our government or do we not?
History has shown us that corruption and abuse is not a possibility, it's an inevitability. Government agencies will, with or without the direct approval of the executive, use their authority to suppress dissident activity, even if peaceful. They will infiltrate, they will monitor.
Loss of trust may be a negative from the government PR perspective, but it's positive if we value a skeptical, critical, engaged electorate.
