The doves have no means of propulsion except their orientation and drag. They literally can't raise them. These are 2U cubesats.

You are confusing current gen SkySats with the Doves. Doves are tiny and designed to be launched and disposed of. The thing on the back is a star tracker.

Only Maxar has ever had permission to go past 50cm. Do you see this as a significant barrier for Pelican?
