Yes, but do you think municipalities are likely to change the "rules" so that an arrest record doesn't appear if you pay the fine, do community service, incur jail time, etc? I guess what I'm trying to say is that the punishment has already been served so do you think the general attitude is to not punish people twice by having an arrest record?
