In the short term, it absolutely leads to more heroin use. People are being cut off from their legitimate prescriptions because doctors are too afraid to prescribe painkillers anymore. Many of those people decide to turn to heroin to get relief.

I suppose in the long, long term, it may turn out that less people start on heroin because less people are started on painkillers, so they never get that initial taste. But it'll most likely take years and years to get to that point, if we ever get there.
