Exactly. The process for obtaining an H1B has been abused for many years. It is supposed to be for people with specialized skills sets and in 1999 you needed to advertize for that job and prove that there were no equivalent US people available to fill the role. One of the criteria is, that if the role is so in demand/ no US citizens could be found to fill it, then it would command a high salary. $12/ hour does not qualify
