DEQ faked their test results that was a big cause of this catastrophe. Not exactly the place I would want to go for more testing.

It seems like this town has had to deal with losing jobs from a dirty industry but now wants to gain jobs from another dirty industry. Do you suspect that this isn't just desperation, but desperation compounded by political ideology at the same time? For instance, they aren't clamoring for infrastructure, high speed rail, or clean energy jobs, all of which would put rural areas at a competitive advantage for growth.

Does prospects of high tech energy jobs leave a sour taste in the mouths of people whose families worked in the mines so long?

EDIT - Yes, high speed rail is not needed in small towns, but those small towns can provide right-of-way and get paid while employing people to build/maintain tracks.
