So aside from marketing these goods, do you actually use the majority that you pitch?

Is it strictly enforced that you need 500 concurrent viewers on average to get a Twitch partnership? (Partnership=Subscribers for those that aren't familiar). I feel like increasing the ability for a little bit less popularly known streamers to get a partnership could only really benefit Twitch in at least a financial way
