Let's say they relinquish power tomorrow...

How do you rebuild the country? What piece or pieces of infrastructure are need to have a fully functional economy? How do we get there as fast as possible (assuming no interference)? If this rebuilding is possible, why can't the current government do it? incompetence, malice, outside influence...If any of those how did that come to be how can it be changed? What are actionable items moving forward?
