Why should I tailor my design to the .1% of the market who cares about repairing their design, instead of the 50% of the market who would rather have an extra 1mm shaved off the case, or who would rather save $.50 due to a more efficient factory assembly methodology?

A part of the lobbying process is giving the senators something of value, such as a well-written law. Can these funds be used that way as well? How does that part work?

Is this .03 number a standard? Is that in an HVAC design book, or something like that?

(Edit) I'll give reddit gold if you, or another redditor, can point me to a government standard or specific building code standard that I can reference. I've spent more hours than I care to admit trying to find this.
