Wouldn't it make sense to give Trump the wall. Dems seem pretty convinced it won't do anything. Would it not be a Dem victory if they give him his wall and rates of illegal entry remain constant? In 2020, they can report it had zero impact on illegal immigration and say he was a wasteful spender to appease his base. Then, 2020 is a shoe in for Dems.

Maybe, the Dems aren't too confident the wall is an ineffective means of stemming the flow.
