At what point are you legally forced to call the local police to deal with the situation?

Damn that was a way speedier reply than I was expecting, thought I was too late. Seems understandable enough, I wonder how police interpret it when a suicide counselor alerts them to someone, I guess each case is unique enough not to have a definite answer.
