Why is a shoot-to-kill stance not being taken with the poachers in the areas that it is prevalent? Is it a matter of local authority attempting to take a less violent approach, or international huminatarian laws?

Would you generally advocate a shoot-to-kill stance, or feel that approaching the issue in a reformational stance (IE: stimulate and revitalize the local economies/agriculture) is the best option?

Could you explain a bit on the higher lethality nearing the Congo area?
