That remaining 20% who do not join the reserve also includes people with medical conditions that prevent them from doing so. I have severe social anxiety (I'm taking medication for it) and at this moment (age 24) can't serve. Sadly there are quite a lot of people with conditions that prevent joining the reserve. The number might be a bit higher than it actually is tho. Thanks to people faking mental disorders just to get out.
