What is the layout of the shelter? Are there individual rooms or is it dormitory style with many beds in one room?

What do you recommend our society do to prevent homelessness?

I live in North Carolina. I was in the psychiatric ward (located in a main hospital) and although I was "voluntary" status, I was not allowed to leave until the doctor was sure I was okay. When you sign yourself into the hospital where I live, you also sign saying that the above is okay.
