I'm confused as to how there's any chance of a universal vacinnes ever existing. How could you even cater for constant antigenic drift, let alone sudden shifts like what happened with the 2009 H1N1?

most people will be released from jail/prison so they have the ability to do great things, even if they made mistakes.

Who actually believes that? When having a mental health issues leads the above situation, who believes that the environment of prison will actually give anyone the ability to do good things, let alone great?
