Can it be considered a lie if the intent was for everyone to keep their plans, but it didn't pan out? "Lie" is a very powerful word and indicates a deliberate and intentional misleading. Like if Obama knew from the very beginning that people would lose their plans but told everyone that we could keep them, then that would be a lie. Plans vs. promises and all that.
