I'm 17 and I shave literally once a month. I was a pretty late bloomer, I got the voice and the build but I could probably count my armpit hairs, and if I don't do my once a month shave the "mustache" I grow looks like quarter inch cat whiskers and my beard is four strands of pubey-looking hair off my chin. I know what you're talking about, I'm a senior and I see freshmen walking around like lumberjacks with their facial hair.
