Uber's prices are calculated based on both distance and time, and may also vary based on current demand (e.g. During rush hour, after big events, or bad weather), so the driver can't really give you an accurate quote.

The phone app can give you an estimated fare right now, but it won't reflect conditions on the day (and time) you want a ride.

FWIW, the app is currently quoting me $27-$35 for DuPont to DCA, but it's at surge pricing of 175%.
