I have called 911 on people claiming to be police officers. Both times they were. One time the officer calmed down and his own radio going off made me sure he was a cop.

The other time the guy was off duty trying to use his uniform to bully me into compliance over a civil matter. The first thing I noticed about him was no body radio, and no cop car. He eventually walked away on foot, which is not something they don't do here in my city. I had his badge number and made a complaint. Don't know if it did any good. Later found out he was at least an acquaintance of my ex wife.

That answer makes it sound like you're not an engineer or these are just placed on top of the dirt held aloft by the weight of concrete.

Since I don't see the concrete the answer seems it should have been "we excavate to footing depth and set these in concrete fill." But, I'm not the one pretending to be an engineer on this project.

For all I know you're using transparent concrete.

Some are just resting on the surface, some protrude out of the Indian ocean.
