Class 3 is actually a tax bracket, you would become an FFL SOT and you have to jump through a lot of expensive hoops. From there, to get post-dealer samples you have to become friends with the local PD. There's manufacture of your own, it all gets kind of crazy. Hopefully Hollis v. Holder will overturn the Hughes Amendment.
