Also interesting is the tear in the proof I posted. The majority of his name is torn off. That's because several colleagues who WEREN'T at Chernobyl paid him to borrow it so they could sign up for Chernobyl benefits as well.
This is fascinating and a great view into how the USSR worked. And probably for much of the area works to this day in some cases.

Have you looked into Amazon Web Services? They have a feature called autoscaling that scales your infrastructure up and down to handle load. When the website is quiet you pay less, when it's busy you pay more, and no one gets a 404. Feel free to PM me or check out /r/aws
