I don't think morale will be a problem, I hear they just hired someone with a great personality.

I did some contract work for the Fed, adding a Medicare expansion to the TRICARE claims processing system and saving our troops from Y2K. Changing even a single character of code would take several days of communication, in triplicate. Forgot a punctuation mark and the new module won't compile? You just blew half a week for a 30-second fix. The typical result is that the final product is going to be crap, it's coming in grossly over budget, or another code monkey goes insane trying to please everyone and burns out in six months. The larger a bureaucracy grows, the less efficient it becomes at the job it was designed to do.

We're not a democracy to be ruled by the extortion of mobs, nor are we a plutocracy to be ruled by the wealth of aristocrats. There's no hope for this nation while the people value the rule of man above the rule of law and politicians value their careers more than their votes. Unless we all remember how to stand on our principles when they conflict with our own selfish interests, then this ship is going down.
“Remember, democracy never lasts long. It soon wastes, exhausts, and murders itself. There is never a democracy that did not commit suicide.” ~ John Adams

I'd also suggest reading Anatoli Boukreev's The Climb for another perspective.

The red tape involved in programming for the government pretty much ensures that every solution will be shitty.
