Tangent: w.r.t. the McNamara Fallacy, today the Army uses “Measures of Performance” and “Measures of Effectiveness”. McNamara was focused solely on one Measure of Performance: enemy body count. Had they measured its effectiveness they would have realized that it was a ineffective strategy to achieve their desired end state.
