I would point out that the UN has the ability to put in place its own security forces, and does so pretty regularly elsewhere in the world.

Under international law, humanitarian relief personnel and objects used for relief operations (this would include UNRWA schools in Gaza being used as shelters), including hospitals and homes, are protected and therefore are not legitimate targets. A transparent and effective investigation needs to be undertaken as soon as possible to look at potential violations of international humanitarian law by all parties to the conflict.

These two points seem to indicate that you believe that the IDF and Hamas are equally at fault for the damages to your facilities.

My understanding is that most of those facilities are not adequately guarded.

Do you feel that your organization itself does not have a duty to secure it's facilities from incursion by local militants, thereby avoiding them becoming targets in the first place? It just strikes me as reckless to operate 230 facilities in an environment like Gaza, where Hamas and other militias routinely seek to entangle civilians, journalists, and Aid Organizations in their conflict without adequate security.

What steps are you taking to prevent your organization from being used in such a fashion?

(Please understand that I am very much aware and appreciative of the good and necessary work that you and your organization are doing. You are a very necessary lifeline to the children and their families in Gaza. I ask my question with a sincere desire to further my understanding of this highly complex issue.)
