This is an interesting answer. I have had both ends of the spectrum where I control and create easily and where it feels like I'm struggling to do anything. I do think this has to do specifically with your mindset, and I don't think there are any limits. For example, I was creating a soccer field in my dream and it was going very slow. I was "spawning grass" like spray paint, so that it took a while for a patch to fully fill. Then I realized I was limiting myself with this "spray paint tool" and I just placed blocks of grass down on the environment. That quickened things massively.
Another time, I wanted to make an alley between two ancient cathedrals. the cathedrals were beautiful and more detailed than in real life (because there was no one point of focus, it all was in focus ) and every time I turned around to look at one, the other would vanish. I then realized that in physical reality we get so used to our eyes being on one side of our head that we take it to be the only way. So I switched to panoramic view and finished my little project :-D.

I actually always have my lucid dreams as a dream within a dream, and when I wake up from them I had to train myself to just keep testing if I was asleep to keep the fun going.
