Not officially, no. But the men who are old enough to be SP’s and former Bishops certainly remember when there were guidelines.

In the 80s and 90s, it was common practice for bishops to ask if couples were doing oral and to not issue temple recommends because of it. A letter was sent out by the 1st Presidency that Bishops shouldn’t ask about it. Basically, “Bishops should stay out of the bedroom.”

In addition, birth control was also a BIG no-no. In fact, I couldn’t even get it prescribed at the BYU health center (not sexually active, but I needed it for other medical reasons) in the mid-2000s. It was considered defying God’s will even for married couples to use contraception.
