From my own experience its usually because its hard to tell who the enemies are..so maybe an Recon slipup if anything. Think of it like walking into a mall....every democrat is mad at you but not lethal...and every republican is trying to kill you. You can't tell the difference most of the time. Its just a really fucked up situation.
