2 and up has been the rule for a while now. Assuming the child can communicate well enough if they can't breathe or something

Since WW2 there have only been two, I think, attacks in the US. No one expected it. No one fathomed it would happen. Wars were fought in other countries and only seen in the news. It was a huge thing for the US; a big wakeup call that we are no invincible.
Since it is so rare, it is easy to see how it can cause PTSD and anxiety. Think of something minor you may have witnessed or experienced. A car accident, someone falling down stairs, etc. Are you not more careful in those situations? My sister was carrying something large up the stairs so vision of the stairs was actually blocked, and didn't know there was a toy on the stairs and fell breaking an arm. Nothing horrendous. Now my entire family is more careful when carrying something when they can't see the stairs and making sure there is nothing on them. Even at a friend's house, if there is something there, even just temporary and to the side, I'll move it.
Now imagine it on a much larger and more horrendous scale. If you lived through it, especially being near it or directly affected, it doesn't just go away

A lot of the TSA rules and checks are to make the general public feel safer. A little bit of it is to try to shake the nerves of a potential bad actor. A tiny bit is to find the dangerous things.
